Parliamentary elections to elect the Parliament of the Cook Islands are scheduled to take place on August 12, 2026. This market will resolve to the next individual who officially assumes the office of Prime Minister of Cook Islands following the 2026 Cook Islands parliamentary elections. To count for resolution, the individual must be officially sworn in. Any interim or caretaker Prime Minister will not count toward the resolution of this market. If no such Prime Minister takes office by July 31, 2027, 11:59 PM ET, this market will resolve to “Other”. The primary resolution source for this market will be official information from the Government of Cook Islands; however, a consensus of credible reporting may also be used.

His caretaker period ended right after Bulletin #17 was published. No swearing-in is required for Mark Brown. Only new or additional ministers may need to be sworn in.

It's one of those market technicality issues. He has not been sworn in because the Crown Law Office has advised him he doesn't need to be at the moment (his old warrants hold for him to continue as a caretaker). But the market required him to be sworn in. The reason for this is that he can technically be removed by the King's Representative during this caretaker phase. Once the new parliament convenes in early December, he'll be sworn in (or appointed by the King's Representative) and the market can safely resolve. I doubt anyone will propose early because the wording here is quite firm: "To count for resolution, the individual must be officially sworn in."
